REMINDER: PUBLIC HEARING - Monday, May 11 regarding Maryland School Townhouses

The Clayton Architectural Review Board and the Planning & Zoning Commission are meeting this Monday evening, May 11, at 5:30 p.m. on the 2nd floor of City Hall to hear the application to rezone the Maryland School property from single family residential to a multi-family 35-unit PUD.

Message from Susan C. Ryan - Updates to the Maryland School Town Homes project plans



Maryland School Town Homes Plans Evolve
Enhanced garden space, underground utilities, ample parking, state-of-the-art storm-water rain garden and nearly 200 trees will highlight the new neighborhood plans.

Interest in the Maryland School Town Homes project continues to grow as developers Bruce Korn and Larry Schiffer, and architect Gyo Obata stand poised to unveil the next phase of their proposal for the former Maryland School property.  Over the past few months, plans have evolved to incorporate ideas solicited from supportive residents, the business community and Clayton city officials; all with an eye toward ensuring that the finished product is one in which all parties can take pride. Next week, developers will continue through the approval process and present this latest plan to the Planning and Zoning and Architectural Review Board.

“We’ve always believed this is an innovative project that will bring new energy, support and revenue to Clayton restaurants, shops, services and businesses. It will help our local economy,” said Bruce Korn, project developer and co-owner. “What we’ve done is solicited and incorporated other ideas.  It’s an even better project now. We’re excited about the current plans and the positive influence this development will have on the community.”

Over the last several months, the project modifications have largely been focused on enhancing the greenspace, ensuring ample parking, and expanding the setbacks.  The plans currently include 35 single-family townhomes down from the proposed 45; underground utilities; added greenspace in the form of an open lawn and seating garden area; the addition of 171 trees, up from 106 trees; additional sidewalks and front yard plantings along Westmoreland; and a brick-faced retaining wall along Maryland Ave. The site also includes a rain garden/bio-detention basin and various architectural enhancements.

“This project is both state-of-the-art and very environmentally friendly,” explains Korn. “We couldn’t be more excited as we move ahead.” This proposal, if approved, will mean an immediate injection of millions of dollars to Clayton schools and substantial tax revenue to the Clayton community for years to come. The project aims to replace The Maryland School, which is in a significant state of disrepair and has not been used as an active Clayton school in 30 years.

Now that the project studies (parking, storm water and traffic) are completed, the appropriate modifications have been made and questions have been addressed in the current proposal.  Members of the Maryland School Town Homes development team have been speaking with Clayton residents over the past week to update them on the new plans and answer any questions they may have about the project.

The Architectural Review Board and Planning & Zoning Commission have given notice of a PUBLIC HEARING next Monday, May 11 at 5:30 p.m. in the 2nd floor Council Chambers of Clayton City Hall, 10 North Bemiston Avenue, to consider the following applications:

"7501 Maryland Avenue & 7500-7520 Westmoreland Avenue
Lots 3-7 and part of Lot 8, Block 4 of Hanley Place, Plat Book 9 Page 49 and a parcel in Section 10, Township 45 North Range 6 east

Rezoning the subject properties from R-2 Single Family Dwelling District to R-4 Low Density Multiple Family Dwelling District, rezoning the subject properties to a Planned Unit Development (PUD) District, and to consider the terms and conditions of the PUD if the properties are rezoned.  The proposed PUD would permit the construction of 35 townhomes, 70 underground parking spaces, and a new private street."

PLEASE -- this is a CRITICAL time for our neighborhood.  This application for rezoning is in DIRECT CONFLICT with the current master plan for this area.  This property is NOT a "transition" area between Westmoreland, Maryland and Forsyth.

We need as many neighbors and friends -- from our neighborhood and across Clayton to let the Planning & Zoning Commission know that ZONING MATTERS!   This may be a long meeting.  Many of us have kids to shuttle around, homework to oversee and bedtimes to meet . . . please come when you can and stay as long as possible.    

Please forward to your friends and families who live in other Clayton neighborhoods.  This is about RE-ZONING in a single-family residential neighborhood.

Notice is hereby given that a public hearing will be held by the Plan Commission of the City of Clayton, Missouri at 5:30 p.m. Monday, May 4th, 2015, in the 2nd floor Council Chambers of Clayton City Hall, 10 North Bemiston Avenue, Clayton, Missouri to consider the following applications:

111 North Central Avenue
Part of Lot 2, Block G in the Bemiston Subdivision

Rezoning the subject property from R-3 One & Two Family Dwelling District to C-2 General Commercial District to permit the construction of a 30-space surface parking lot.

25 North Central Avenue
Lots 10-12 and parts of Lots 13 & 14, Block 5 in the Town (now City) of Clayton

Update from Ward 3 Aldermen



The Plan Commission will hold a special meeting on Monday, May 11, 2015, at 5:30 p.m. at City Hall, to discuss the proposed Maryland School townhouse project.  The developer is expected to make a presentation and there will also be a public hearing.  We encourage interested residents to attend and provide input.
